When that's the only criticism made consistently, then yeah. It's pretty much all they have.
Emoting is always the go to used to either bolster a weak vocalist or angle to criticize a great vocalist as there is nothing tangible to critique and emotion is 100% subjective while technique, pitch, staying on key, having power/resonance, agility, being sharp/flat etc. is not.
