They're both phenomenal vocalists and singers, and definitely the top voices in their generation. However, I'm siding with Kelly. And yes, it is because she's my fave. And she's my fave because of her voice.
Unlike Beyonce, Kelly's voice has emotionally moved me many, many times. Beyonce has failed to do that once. Beyonce is also limited in the genres she can sing. Kelly has effectively pulled off R&B-lite, rock, pop, pop-rock, country, blues, urban, dance, alternative, rap, indie, gospel, folk, and more. However, what makes Kelly's versatility so interesting is that she sounds "at home" with each genre she performs in (well, maybe besides rap). And Kelly's voice just seems more earthy.
When it comes to vocal dynamics, Beyonce may have the better technique and runs, but that's it. Kelly has the more expansive range (E3 - C7), better interpretation, better belting (especially upper belting), possesses a whistle register, better head voice, and can belt in the 6th octave.
Beyonce is a grand vocalist, Kelly is just a better one in my eyes, and she's a vocalist that isn't afraid to sing live at the Presidential Inauguration or when pregnant and throwing up 20 times a day.
