When you preorder an album on iTunes, you automatically receive album/promo tracks as they become available (for instance, if you've preordered 1989 already, you'll instanly be receiving all of Taylor's promo singles from 1989 as they get released within the next few weeks).

Currently, Soundscan counts all of those instant gratifications as downloads, and it counts towards their download sum for the week. Starting in a few weeks, they won't be counting those instant gratifications into the total songs' sales. The only ones that will be counted are the ones that are directly purchased on iTunes and not by preordering the album.
