The Digital Downloads Chart is all about REVENUE. It's the fairest measure of a song popularity.

Radio airplay doesn't pay a penny. Instead, it cost a lot of money to promote a song on radio (per that NPR article about how much it cost for a hit song). So it's all about how much a label is willing to pay to push a song onto the radio.

The Billboard Hot 100 (top 50) is very popular with something like 200,000 views on average. The Digital Downloads Chart get like 500 views.
