The idea of AOSC - #1s is a weekly report from the singles charts. In European tradition singles chart means always sales chart without mixed with airplay.
Of course nowadays streamnig/on-demand begins to play an increasingly important role. And now in a country like Sweden even decisive. Swedish streaming services accounted for 82% of digital sales in 2011, up from 66% in 2010. Now probably only around 10% is for digital downloads.
And you're right. Especiallly in Central and Eastern European countries (like Hungary, Poland or Russia) the airplay charts are more accurate for what's popular 'cause legal market for digital sales is still small.
But as I wrote at the outset this report remains a place for the singles charts (sales of physical, digital, mobile and stream for tracks).
