No, it's just the test they do is extremely light.
Most battery tests are when they play video without wifi on. Or constantly reload webpages.
My MacBook Air has a "12 hour battery" and will most likely reach that.
However, when I was staying in a cabin with no power or WiFi, and was mostly downloading photos off my camera and doing school work, it lasted me the whole school week and it was easily on for 5 hours each night.
Me and my friends decided to rent a cabin so we could finish all our school end of year assessments. I was shocked cos it basically lasted me 25 hours.
It was still on 3% when I got home.

It wouldn't shock me if they were able to get a full 19 hours doing an extremely light test.
However, it seems the battery has issues with holding its capacity. It seems like that unless you let it charge overnight, it's saying it's fully charged when it's not? Or it just doesn't fully charge unless it rests?
According to the 2015 MacBook Pro, it did similar numbers on each test.
