Well the quality is important but POPstars don't generally want to make a masterpiece, they want to sell their music so any album that charts and sells badly could be considered a failure even if the music quality is fantastic. The aim of the game is to sell, it's a business, businesses want to make money.
No-one here is going to stan for someone that has never cracked the billboard hot 100 and if they do it won't last long because those artists tend to fail. Chart success is ALWAYS important, it ups the exposure of the artist.
