They'll both be remembered but everything bad that happened (Janet's nipple, Britney's breakdown) will be what a lot of people remember them for. Not that different from MJ, people know him but he's known for things other than his music career.
But probably Britney. You'd be lucky to find a decent amount of people who know Janet who are under 18.

If Britney is remembered then Janet will be too by default seeing as Britney is apart of her legacy and Britney continues to emulate her work and references her as an influence.
