7/11 went up that high because of streaming, I'm not knocking the success of the single, but the video played a HUGE role on the single's success.
Streaming has changed the game, if Beyoncé comes out with a good video that delivers a lot of streams, she could make it happen. Beyoncé's only struggle is digital sales. Her songs never seem to top the iTunes chart for some reason and that's her only weakness.
