Anyways, the answer is Beyonce. She only has "Single Ladies," after that the sales are mediocre, including several Gold certifications for major singles.
Britney single sales are consistent and impressive, especially given the quality of the promotion, when it is done.

Plus you'll see not many pre-digital era artist have that many catalog sales (didn't include many). This will only continue to grow given her legacy and upcoming Glee episode will boost a lot of these (8 songs being performed this time, I believe).
It's rather unfair to even include the two B's, they both started in the 90s. The fact the two of them are amongst the top ten digital singles sellers is commendable and far from disappointing in any case. Especially compared to their veteran contemporaries.
