So I was reading this article on Norway's Halden Prison which clearly focuses on the rehabilitation of inmates who had previously committed serious crimes such as murder, and contrasting it with the broken system in the United States which focuses on punishment. What do you think prisons should focus on, punishment or rehabilitation?
