Music is one of Madonna's worst albums whereas AFY is one of Janet's best.

Janet's sales decline has been pretty gradual, at least in the US. (It doesn't help that her music was largely US-centric after AFY.) Damita Jo sold like 380K first week, 20 YO did 290K (more than The Velvet Rope first week and almost as much as Janet), Discipline pulled 180K.
Some people would actually feel the opposite way about where these albums stand in their discogs. I think Music is more creative and ambitious, but it's always felt like a pale shadow of ROL to me, with half of the uptempos being totally forgettable and then the album gets bogged down by indulgent ballads. AFY has a similar issue with too many sex songs, but it has a more distinct feel. It's a reliably enjoyable listen with random bursts of genius.
