No. Lots of R&B singers such as Usher, Ne-Yo, Justin Timberlake and Chris Brown were starting to do electropop and dance-pop before anybody knew who Lady Gaga was.

Rihanna's only dance hit was DSTM and It's not nearly as successful as Just Dance/Poker Face + Kylie isn't big in the USA at all only Madonna's COATF was real dance pop music but It wasn't as successful as TF/TFM too but still Madonna kinda paved Gaga's way with Dance POP but this was 2004 you know ...
