I don't think you get how this chart works. It's not based on sales.

The chart is put together based on songs' positions on every iTunes chart. The US is weighed just as much as any other country with an iTunes chart.

Being disproportionately successful in your home country relative to international countries does not make you local. It just means you're disproportionately successful in your home country. Being local would mean being successful ONLY in your home country, and not internationally.
