I do believe that Peter Jackson is incorporating parts of a dairy that the original author wrote into the second movie. Due to that an extra part is being made.

They're not only doing the events of The Hobbit but also events that happened at the same time on Middle-Earth like the Fall of the Necromancer, the battle at Dol Guldur, etc. which is why Galadriel f.e. will be in it.
