The schedule of the 1989 World Tour outside of North America was a damn joke. She's been progressively visiting less countries with each tour since Speak Now while her albums and singles success internationally has increased with each era since then. Her decisions regarding her tours are defying logic to say the least!
EDIT: And yeah, local is an exaggeration, but it definitely had a lot of wasted potential which is the point JC_Arrow was trying to make!
