I don't see Gaga's tweet as a shade to Katy, and Gaga is not the first one who used the mechanical horse, even green hair
I don'k know the meaning behind Gaga's tweet, but I guess she's shading those ppl who shaded her on the mechanical horse and her hair before.
Keep it cute guys, I'm not here to bring the feud.

For ppl who called this is not a shade,
"Gaga has recently pledged to play nice on the Internet", this line makes me feel the shade, they're trying to say Gaga is still bring fight, even she promotes online kindness.
Ofc its just my opinion, maybe its just a drag or even nothing.
