Musically Katy is bigger nowadays; like her songs are more known. BUT Beyonce as a celeb and a household name is bigger than Katy.
Taylor is not even close rn.

I'm not so sure about Katy. The Prismatic tour didn't do too well in Europe:

Taylor only toured in 2 European countries outside the UK. Katy toured in 16. Germany's never really used Katy either.

Taylor's proven tour receipts are like:
Vorst National Brussels 4000/8400 (2011)
Ellie Goulding outdid her 2 to 1 in the same venues.
Her attempts to breakthrough with music got lukewarm reception, non-English-speaking Europe treated her like Charli XCX.
Thus she didn't dare to book venues outside Germany during Red. Amsterdam was added during Taylor's current tour, because it was the first non-English-speaking European arena Katy sold out. Taylor saw Amsterdam as an easy target to expand to. The history of the Netherlands is intertwined with England for centuries (the other countries are less connected or open to English).
