Not even. Madonna's visual artistry is something she's most praised for, and is what today's acts look to for inspiration. Her work is still be replicated 20 years later. We'll see where Beyonce's singing and dancing is in 20 years. I'll give you singing, but Beyonce and Madonna are in the same boat dancing wise.
