I think there were restrictions in the dance categories this year.
The dance recording was dominated by high profile pop artists for years while the true veterans of the dance and electronic music always lost.
Songs like "Toxic (Britney)" or "Poker Face (Lady Gaga)" were just mainly pop songs with danceable beats or dance influences which is totally different from a 100% pure dance / electronic record, all these Pop artists took a lot of benefits with this category (Madonna, Cher, Janet J, Britney, Justin T, Gaga, Rihanna).
I think they just wanted to stop that situation and consider the true dance acts for this year.
