Yes. There is absolutely nothing on Billboard that says that only catchy party songs can go #1. You and I went #6 with a stupid video that made little impact and just ONE performance. TOTGA is much much more radio friendly than You and I is, AND TOTGA isn't that much of a radical change as You and I is.
If Katy plays her cards just right, it can go #1. I admit it'll be difficult, and it's a risk, but it still
can happen.
