The opinions on Rihanna's albums is going to differ widely from person to person on here. So, to bring a little bit of an unbiased opinion (or as close to it as you can get), I've enlisted the help of Metacritic and RateYourMusic:

Metacritic: (out of 100)
Good Girl Gone Bad - 72
Rated R - 75
Loud - 67

RateYourMusic (out of 5)
Good Girl Gone Bad - 2.92
Rated R - 2.82
Loud - 2.85

Average of Both Sites: (out of 100)
Good Girl Gone Bad - 65.2
Rated R - 65.7
Loud - 62

One could make an argument that Rihanna's quality is starting to dip as she releases more and more music at a rapid rate. I'm not going to make that call, but the numbers are there for discussion. As you can see Good Girl Gone Bad and Rated R both have an average in the 65 range, while Loud dips over 3 points to a 62. Will that decline continue when her new album is released? Or will the quality rebound a bit? Another thing worth noting is that the critics seemed to like Rated R the best, while everyday people didn't respond to the album as much (and like Good Girl Gone Bad the best.)

EDIT: I wanted to include two seperate sources. One critic average site, and one user average site. As pointed out by Shape, AllMusic isn't based off of user scores, so I've edited it out and used RateYourMusic instead.

AllMusic is a single review site though, isn't it? It's a little unfair to average an amalgamation of 20 review scores with another review score just to try to prove your point.

Just use Metacritic. According to Metacritic, Rated R is her best album (damn right).

Loud was a weaker album (due to the lack of personal connection IMO), but was still fine.

I am sorry, but I don't think this is because Rihanna loves making music. While I am sure she does, it is safe to say that DJ is behind all these major executive decisions - such as releasing an album from her every 9 months. They want to keep her name out there. Keep her circulating so that she remains relevant ALL the time. I am not sure if they are necessarily afraid that she will fade away, but they just invested in this tactic. If Rihanna always something out, how can people forget about her?
