Wrong.
As a whole, both albums have their highlights (RR, FB, CCL; OG, CKB, MD) and lowlights (Rockstar, Photographs ; Complicated, RM) but there's one glaring difference.
Loud is the commercial success and was able to provide 3 #1 hits, as well as a Top 10, let alone snatched up a Grammy. Rihanna (and every other pop star out there) is here for hits and success. That is a bottom line, albeit sad, fact.
Rated R was a gift. Had she gone ahead and kept making albums like that, she'd be out of the industry within 4 years.
I won't believe a single soul who has the delusions to tell me that songs like Only Girl, California King Bed, Man Down, and What's My Name don't stand up to, if not surpass a majority of the songs on Rated R.
