She doesn't have new music out right now and people never talked about her all that much besides from her music (which is not necessarily a bad thing), but "non-factor" goes too far.
And I think she would be more in the press and talked about if she hadn't been touring almost without break since February(!) now. She's on the final leg of her tour now and has only had a few days off between each one of them. (Btw: despite the packed schedule, she actually has been to a conference for Casio in San Francisco yesterday since she's their brand ambassador:

There are hardly news about her now. But she has made herself a house-hold name in the industry anyway, and in the public eye she basically is a walking meme for glitter, drunkenness, wackiness and debauchery (and autotune, sadly). She has carved out a niche in pop culture for herself and people know her and will remember her. She can come back any time with new music as long as it's not years from now and people will be like "Oh, it's that Tik Tok girl! She's wack. She has a new song? El oh el, let's see what that sounds like".
And then when the song is good and the album is as well, people will be there for her again and she will be talked about. It all depends on her next album. If that flops and goes nowhere, THEN she will become a non-factor, but not right now.
