I think they meant that before the album was released, Gaga was quoted as saying she wanted to release 9 singles from the album.

The album is selling well, the singles are doing well, the era is only 7 months in and we haven't even been through one holiday season yet. We haven't even reached Marry The Night, much less the less-accessible songs on the album.

Well, see, considering how long GaGa and Interscope plan on dragging this era out, I don't think her sales are that bad. I mean, yes, it's pretty horrible for it to be Lady GaGa coming from TFM, but we're probably going to have this era for another year+. That's another 50-80 weeks worth of sales.

I think her sales are fine. She has so many potential singles left, several which could cater to particular groups and some with bring back memories of dance Gaga. Each of those singles is an opportunity for performances, music videos, promotional appearances. She has an upcoming single with Cher, a song with Tony Bennett, a possible Jazz album, maybe other side-projects. She is going to remain visible, and generally people don't buy pop albums until they have produced multiple successful singles.
On top of that, we have this holiday season worth of marketing and all kinds of sales tactics that can be pulled out in the future to keep steady sales. I really think she should push 7-9 singles from this album.

I honestly CANT with people saying BTW is doing bad sales wise. 4.5m in 3 and a half months. WHAT THE **** DO YOU WANT? 30 million albums sold per week?

Oh, honey, you're seeing it the wrong way, lol.
When Alejandro came out, GaGa was arguably the BIGGEST popstar (indeed she was). Coming off of that momentum, she should have sold more consistently is all I'm saying. She didn't. Why?
Perhaps it's that it's the US economy (not entirely likely; look at ADELE). Adele is arguably bigger at the moment in a few aspects. Plus, perhaps it was the bad press of both Born this Way and Judas. Or perhaps she still hasn't recovered from being overexposed because she's the biggest thing around.
Regardless, her sales are fine considering how much of an era that we have left. I have confidence in Gaga. It's no biggie.

I think Born This Way is doing fine too. 5-6 million by the end of the year will be respectable. My question is, to what extent did the Monster Ball Tour boost TF(M) sales? I really didn't keep up with sales as I do now during that era.
I don't know if this was posted already, but after fourteen weeks, Born This Way is #2 on the Dance/Electronics Albums chart, not that it matters much since she'll probably regain that spot next week or so and that chart just seems really arbitrary at this point.

That's what I'm thinking. I think with more succesful singles the album sales will increase like any other major pop act. Katy Perry's album sales tended to rise everytime she got another #1. On top of as you said her tour going on will likely boost sales considerably. I'm not sure how much of an effect it had since she was on tour for basically the entire era but I imagine it brought in big sales at least initially.

I actually think Born This Way will sell 9-11M copies.
