It depends. I think people who explicitly say that "all [insert ethnicity] people are ugly" are racist. There's millions of people of each ethnicity so how can you generalize all of them as unattractive? And it's even more racist when people do find attractive people of that "ugly" ethnic group and they insist that they're mixed or atypical of that ethnicity just because they're attractive.
I'm not attracted to white and blonde guys generally and a dark guy would be a lot more likely to initially attract my interest but that's not really a strong basis for dating or a relationship and so I wouldn't rule out dating a person of any race, although I still have my preferences. The first person I ever had a crush on was a white blonde guy although I'm usually never attracted to them so yeah.
I think most people who say things like "I"m not attracted to blacks/whites/latinos, blabla" actually would date a person of that race if they get to know them better and liked them, they mean it more in a way of "If they talked to me in a gay club I probably wouldn't give them their time of the day"
