Katy's not a Gaga stan or a Music forum visitor, you know? She doesn't know the scrapped concepts of videos or watch random French and Japanese performances/interviews by Gaga. Especially not whilst on tour working 24/7.
And you do realise that Katy doesn't need to do silly things like that to get attention any more, right....? What does she have to gain from "stealing" an idea?
I highly doubt the team who created the Photoshoot asked Katy which Popstar she wanted to copy before they designed the sets and costumes. (IF it's even Katy in the picture.)
