I just read on songmeanings that the lyrics for the beginning of Government Hooker are:

Are those accurate? If so, I like it even more after the Io ritorne.

The phrase means "I return."

It almost seems to me like she's saying that "the Government Hooker" -- Marilyn Monroe or any other political mistress -- is returning, as she has become them all. I like.

I return is Io ritorno in Italian, only the last letter is different.

Gagapedia lists it as meaning "I will return."

At any rate, she's definitely saying something about returning.
