The fact that we are celebrating the fact that it scraped back into the iTunes top 10 show how much of a flop it really is.

You are contradicting yourself. You have been saying the TTWE is a complete flop and then went on to mention that it's currently one of the top downloaded songs on iTunes. It's also has the third biggest bullet on the Top 40 radio play chart after S&M and E.T. In less than a month it has accumulated around 50 million AI. I don't see how someone can call that a flop.
TTWE is gaining back ground on downloads and in a couple of days the video will be released which will help it with sales as well. There is also going to be a televised performance on MTV and the documentary is coming out. All of this will probably help the current single as well, and if it doesn't increase it's sales it will at the very least keep them steady.
You can say the U.S is only one country but it is the biggest sales market in music (TTWE has also hit top 10 in 6 other countries though). So her doing well in one country where a huge part of her fan base is, is kind of important to both her album's success and the songs success. Who cares if the song is a hit everywhere else and completely bombs in her home market? The truth is that all of Britney's songs are going to perform worse globally because she isn't there promoting them. They will have 'high' peaks and fast falls because there is nothing there to support them in those countries. It was the same thing with HIAM. We won't see a change unless she goes over there and does some form of promotion there to aid the singles. The album will fair no differently.
So talking about how the song is performing worse worldwide is a moot point because after the initial impact wears off they are all going to end up falling with nothing to help them.
