They are built like that (not just for earthquake purposes but designing an earthquake resistant building is more complex than standard ones), it's pretty normal. Tall buildings are designed to be flexible, buildings are designed and engineered to counter wind pressure/load. So even in normal days they sway but it's not very noticeable. If they don't sway, they're going to snap.
