The bias is with Rhythmic, which leans more to black artists. Compare how Firework did to how Only Girl did on there; both are pure pop songs and were huge hits on Pop.
HAC is kind of the opposite, it leans more to white artists, but the AI there is much smaller. And black pop artists have a whole other format to get AI from (Urban) if they include a rapper on the song or if the song is urban sounding. White artists don't have that option.
Black artists have it easier on radio, that's why we had a few years (when radio almost completely determined the Hot 100, early 2001 to early 2006) where you could count the non-Urban #1s on one hand. But with the advent of digital sales and both Urban and Rhythmic AI being smaller than before, the advantage is not as huge anymore.
It's just the way it is. But I think Kworb already explained this very well.
