Neither of them matched "Rude Boy" radio exposure, were selling albums, and coming off previous hits. You mentioning them makes the song seem even more mediocre because it was huge not only in Pop, but also Rhythmic & Urban. "RB" naturally should've performed way better than them since it was exposed to a number of markets. But it was a payola-story, so that's why I'm not shocked that it only sold so much.
As for being the 3rd single, that doesn't matter much for that particular era since "RR" & "Hard" weren't huge successes. No reason for it not to sell.
