Yes, downloading an album 3 weeks before it's release date can be similar because you're damaging sales. An iTunes release of an official single is not the exact same, but still most don't go buy the single when it is released, therefore further damaging it's single sales. If that weren't true album/single sales would be booming more than they are, and there wouldn't be an issue of illegal downloads. So downloading an upcoming album track is in the same line, you're damaging something as you would be if it were an official release.
