In Gaga's case she clearly shot the PI video, later decided she wanted to 'continue' that story with leftover takes from the PI video, a commercial and BTS footage thrown together.
So no the video's were not orginally intended to connect, and her playing the last note of PI in the new video is a really basic and borderline lazy way of saying 'hey guys these two vids are meant to be connected'.
