Ensure Republican areas are over represented?!

Multiple states that are typically blue hold many electoral votes: California carries 55, New York carries 29, Illinois carries 20, Pennsylvania carries 20... And yet Trump's supporters were strong enough to turn Pennsylvania red when it had been blue in every election since 1992. Trump's path to 270 electoral votes was much more challenging than Hillary's, and that's a fact!
