what happens when you click the link? when i click it, a window appears asking if i want to allow my computer to make some changes. then i click allow, and after that another window appears and i have to click allow a 2nd time. after that it opens the itunes store in the older version. idk if that helps, maybe your computer just doesn't allow you to make the changes? if you really want the pop bars you could always go to this site -
http://www.oldapps.com/itunes.php - it'll allow you to download an older version. sorry for all the confusion!
Edit: Once you open it, if you can, make sure you right click the top bar where it says name, time, artist, album, etc. and select popularity
