A legend is an artist who has strong sales, strong acclaim and strong influence. If you don't have all 3 of those things then you can't really be considered a full legend.
So yes that means artists like David Bowie and Cher are not full blown legends but people like MJ, Whitney and Beyonce are.

OT: Jive Records didn't issue CD singles often for their three biggest artists since they can push album sales easily. I'm A Slave 4 U would have gone top ten if it had a CD single, so it was technically a hit. I mean Formation isn't on streaming services and only spent 7 weeks inside the Hot 100, but you can't go and say it's less bigger than Pretty Girls (8 weeks in Hot 100), you gotta consider the restricted stuff.
