A legend is an artist who has strong sales, strong acclaim and strong influence. If you don't have all 3 of those things then you can't really be considered a full legend.

OT: Jive Records didn't issue CD singles often for their three biggest artists since they can push album sales easily. I'm A Slave 4 U would have gone top ten if it had a CD single, so it was technically a hit. I mean Formation isn't on streaming services and only spent 7 weeks inside the Hot 100, but you can't go and say it's less bigger than Pretty Girls (8 weeks in Hot 100), you gotta consider the restricted stuff.

It isn't a myth. It wasn't a radio ban either, it was just a Clear Channel ban. CC controlled most radio stations in the US and when Britney decided not to partner with them during her tour back then, they decided to pay dust to her music.

How could you explain her singles didn't do that well after Oops!...I Did It Again on radio stations? It wasn't until Toxic when radio gave her a chance again and since Billboard Hot 100 was mostly driven by airplay back then, she didn't have good peaks.

Her songs still did good worldwide and her album sold way over 4,4 million copies in the US and more than 10 million worldwide.

If OIDIA and Toxic were flops, I cannot imagine what some songs released in 2016 are. And when I mean some songs, I mean those that were heavily promoted and barely cracked the top 10 and top 20 due to a discount and haven't still managed to sell over 1 million copies.

OIDIA was the lead single from an album that went diamond in the US and as a single, it was only released on vinyl. It went #1 on Pop stations which was its core format back then. How is that a flop?

Toxic was the second single off of an album that sold almost 3 million copies in the US and was also a #1 song on its core format in radio stations. You are way beyond pressed at this point.

Madonna's Holiday wasn't a top 10 hit either; Christina's Dirrty didn't even make to the top 40 and they're all indisputable and iconic pop songs. The whole imagery (which includes the visuals such as music videos, performances and outfits) made them iconic and a reference in pop culture. Plus, they were certified #1 hits in some other countries in the world, just notice that "Dirrty" peaked at #1 and within the top 5 in most of the countries BUT in America.

"I'm A Slave 4 U" had a very popular music video and an iconic performance which led it to become one of Britney Spears' signature tunes. The imagery surrounding that song is a strong part of Britney's career and also had its impact on the media in general. You don't have to waste too much time searching for references the media still points out whether they may vary from the snake performance, or Xtina's assless chaps or the Madonna style which was a girlie fever in the 80's.
