The song is not a MAX MARTIN produced pop song that was going to get massive promotion from the Olympics and have every banner on iTunes. I don't even remember her having TV appearances the week of its release either

I'm sorry, but when it comes to Gaga suddenly you can use excuses?
Producer doesn't matter. There are many pop songs that do well that aren't produced by Max Martin.
Subject of songs don't matter. Many depressing songs have done well (Kelly Clarkson's Piece By Piece is about father's abandoning their daughters and after her performance went on to top iTunes. Why didn't Gaga's dramatic performance send TIHTY to the top of iTunes? And iirc the song doesn't even specifically mention rape)
I'm a frequent ATRL user and I never heard the song until it was officially released. I can guarantee the public did not know of the song's existence during the "leak" so that excuse is not valid.
There are many albums and songs that get iTunes banners that still struggle. Are you saying every song that got banners on iTunes has topped iTunes and got a 65% lead over the previous week's HDS topper? No.
And you guys need to stop acting like THE TODAY SHOW showing her music video is some grand scale promotion. It's not. Show me a time when that show propelled a song on iTunes.
Stop the excuses. If Rise is a "Katy Perry single" then Til It Happens to You is a "Lady Gaga single" which means you shouldn't be here, but in the Gaga thread crying over the fact that she can't even bring her single to sell 100k.
