Not really in regards to black vs white. Racial tension may be higher but if they really wanted to do it, they would lend aid to the KKK and try to seen agents of white people to harass blacks on massive scale. The police has been a problem for decades though in regards to minorities and we know of instances where the government supported them to target black people so they certainly have a hand but I doubt it is a sinister as civil war (which they would utterly lose), more like control of the population.
