Of course fans have the right to voice their frustrations. What they don't have the right to do is call her "conceited, greedy and exploitative" because she hasn't released her album before the tour. At no point has she ever said that the album would be out before the tour and the tour is named after the song that she HAS released.
Everyone jumped to the conclusion that the album would be out and then bought tickets on that assumption. That's not her being greedy or exploitative, that's fans being over zealous.
The rumors about an album and a movie getting released prior to the tour were strong. Sure, they were just rumors but Beyonce is very secretive with her projects, she didn't announce anything in 2013 when she dropped ST. Everyone assumed a similar situation wouldn't be happening again that's why they expected the album to drop now. It doesn't make sense to tour with only one new song in such a short amount of time, especially a stadium tour but i'm sure she has something up her sleeve.
Beyonce is very unpredictable.

if Rolling Stones, U2, Madonna the biggest touring artist of all-time rarely (if ever) goes on huge world tour without new music why would i expect Beyonce an artist in her mid-thirty to go on tour without new music when her last tour was less than a year ago? if it isn't a greatest hit tour or farewell tour no artist goes on a Huge world tour without no music. So expecting to have new music by now especially after formation is very understandable and very much expected.

besides that, it's been two and half years since her last album. Since then she's toured twice and done multiple festivals. Additionally, her singles shade was so thick that it's become lowkey iconic. So who would expect her to tour off one new single? No one.

She didnt just randomly announce it, she announced it right after the surprise drop of Formation, right after the SB performance of Formation with a brand NEW instrumental, calling it THE FORMATION WORLD TOUR. You can call her whatever you want, but she isn't stupid and she was very (!) aware of the fact we'd all believe that a new album would be accompanying the tour.
