I know some good ones missed out, but this list is hard! This was a pretty definitive top 20. I wanna clear up something, Stuck didn't make the cut...it was just outside the top 100. Stephanie McIntosh - So Do I Say Sorry First did better. Notables in the top 20 shared would be Belinda - Your Hero, Natalie Grant - I Will Not Be Moved, etc...but these are the 20 definitive best that we'll share (simply cuz you know these more) LOL
20. Angel - Three Small Words [2004-2005]
Reasons to be higher:Angel made her debut as a solo artist in 2004 with her Believe In Angels, Believe In Me CD. This was my favorite song off the CD.
19. 12 Stones - Broken [2002]
Higher:One of the best rock songs to chart on my countdown this decade. Also one of the most underrated. Paul McCoy was also featured in Evanescence's 1st single.
Lower:The song is too short, you feel at times you want more from this song. The video is a bit weird.
18. Ashanti - Baby [2002-2003]
Higher:This was the first song I could definitely say that this was gonna be a big hit on the countdown. Dominated the chart and finished in the top 10 on the 2002 endchart and top 20 in 2003.
Lower:Remember when I said I thought this would be one of the best songs I've heard in recent memory? I may be wrong on that. Now this isn't even in my top 200 favorites.
17. Carrie Underwood - Before He Cheats [2006-2007]
Higher:Considering this hit my top on the countdown the fewest, this was the most consistent, and a big radio hit for Carrie. No denying the fact Carrie has talent

Lower:The one knock on her is that people will say she's not genuine because she was on American Idol, one of 2 Reality show stars on this list. I can't find a reason to put her lower than #17.
16. Ashley Tisdale - Be Good To Me [2006-2007]
Higher:Ashley doesn't get as much credit as she deserves. I would LOVE to put her higher, she has a solid voice, dancing is good and she has cool music

She hasn't disappointed me yet.
Lower:Lack of decent music video hurts her badly. The only video there is would be the performance video of sorts.
15. Stacie Orrico - More To Life [2003]
Higher:Can't make a better argument than this being the most unique video of the bunch.
Lower:The problem with that is that it's your somewhat typical pop song, with somewhat a typical sounding chorus. The melody is good though.
14. Hilary Duff - So Yesterday [2003]
Higher:Honestly, this is the best I can do for Hilary.
Lower:I could easily make this #20, the song is not as good as the rest of this elite top 20. She's cute, but that's her only edge.
13. Britney Spears - Stronger [2000-2001]
Higher:This is an up-and-down song that could have been as high as #7 and as low as #19 or #20. This is her best single IMO. The video is flashy, but in a good way. It shows somewhat of an edgy side of her.
Lower:This song was back in Britney's hayday or younger days, long before Circus and '3'. I can't knock her for any reason, there's a lot of good songs out there.
12. Dream - He Loves U Not [2000-2001]
Higher

ream should easily be top 5 on this list, but they have another hit on this list. This was their debut.
Lower:#16 is as low as I could've put them. They did a lot of damage on the countdown, and even became the first girl group to have a video retire on TRL. This is a cheesy pop song in a way.
11. Natasha Bedingfield - Pocketful Of Sunshine [2008]
Higher:Only as high as #10 this could be. It's a danceable song for sure and it's also a bit of a fun song too.
Lower:Too recent to really be considered all-time worthy.
