I think people are confusing "selling sex" and "being sexual". Focus is pretty standard cute n sexy pop girl stuff. It didn't sell sex at all in that it used sex to try and get appeal but failed. Like would Focus have done better if it wasn't sexy? Probably not.

A good example was Dirrty which probably would have been a bigger hit if it weren't so DIRRTY, but it's still hugely iconic so who cares.

Miley with Can't Be Tamed is a perfect example of this
