The crime bill wasn't 100% wrong. The 80s and 90s were terrible decades for crime, and black kids and black families were affected the most by gangs and gang violence. The crime bill did help a lot and black people actually supported the crime bill overwhelmingly. The side effects, though, were not anticipated.
