Even if they learn the language it can still be difficult seeing as how English changes so much over time. That's America and grammar for you.
And you need to realize most of the immigrant population who don't speak English well are older people who came to America decades ago before immigration and the new systems we have in place were enforced. That's why the newer generation speaks English and their grandparents don't speak English. Hell most of our grandparents/great grandparents did not even get an education and barely know the stuff we've learned. This is common knowledge. Do better.
