The 38-year-old cop has now been charged, according to San Francisco's district attorney, and is set to be arraigned Thursday, as reported by ABC7 News.
Victim Franco Vilchez suffered a broken neck, nose and jaw, while Victor Perez's jaw was broke in three places and he has a fractured leg.
Speaking to ABC7 News from his hospital bed, Perez said: 'I'm glad that, you know, I'm here. I'm getting better, but really sore and I'm just taking it day by day.'
San Francisco police chief Greg Suhr said there were two passengers in the vehicle and they remained at the scene of the crash.
Kohrs turned himself in more than eight hours later, which will affect sobriety tests.
