It was just said in the original post. The fact Avril's first album outsold Bey's proves that, back then, she was the bigger name. She also inspired the anti-Britney music trend. Dangerously In Love was cashing in on a trend that had already been started by the likes of Aaliyah, Ashanti, etc. (who were bigger names too, initially)
