It's self-ignorance and not knowing how to cope with the world and what is unknown to you - the result being selfishly and hatefully other people you may not ever even meet in person.
Depends on environment and how you're brought up. I don't think having racist parents automatically mean you yourself will be racist if you live in a very accepting community
How exactly does "experience" cause or justify racism?
Where is the logic in assuming that because you had a particular experience with someone or even a group, that any and all future people you meet with similar physical attributes will be the same?
Racism coming from experience means that the individual does not have the intellectual capacity or maturity to understand or appreciate other cultures and prefers to label/stereotype/generalise a variety of people.

I don't think that's okay, but most racists are racists because they have a bad experience with someone from a certain race and they put this negative stereotype in an entire race just because of one person.
