Well, signature songs reflect the entire career, not just the present. Shake It Off would be her signature hit if her career started when We Are Never Ever Getting Back Together came out, but it didn't, her career started a long time before then. In my opinion Love Story is definitely her signature song. Everybody knows it, and it's arguably the song that made her a superstar.
You have to give this sort of thing time as well. Back in 2008/2009 a few people were saying Disturbia was Rihanna's signature song because it sold a lot, but after a while everybody went back to saying it was Umbrella again.

The general public will say shake it off, as will her core fans. She's a pop girl now and not only is shake it off a pop song but it was a very big song at that. Love story is forgotten across the general public.
Her core 3 will be Shake it off, blank space and possibly bad blood
