The neighbour, because he has a longer life expectancy and possibly a family he has to provide for, though I would find it very hard to leave the dog behind... and to people saying a human life is more important than an animal's, y'all crazy... if it was a plant, okay, but between an animal and a human there's no difference to me and I can think of plenty of animals that I'd save if I had to pick between one of those animals and certain other humans... I'd save my own cat before I'd save my neighbour tbh....
