Katy isn't very profitable either (I recall that interview from the head of Capitol in which he basically said the Teenage Dream era barely made a few millions for the label) yet her label has invested more money for promo & payola for her than any artist in the past 10 years. Perhaps Katy has some kind of blackmail on Capitol's boss (sex with him and she's threatening him to tell his wife, etc.).
